When you enable Airplane Mode (indicated by the orange airplane icon in the status bar) this shutdowns all the radios (i.e.: cellular, wi-fi, and bluetooth) on your iPhone. You can switch on the Wi-Fi radio after going to into Airplane Mode, this way you can connect to Internet via local hot-spot without enabling the cellular radio.
